Itinuturong dahilan ay ang pagpoprotesta at pagiging aktibista ng mga estudyante at kawani ng unibersidad. Pero ang mga pagkilos ng mamamayan tulad ng pagprotesta ay saklaw ng Article III, Section 4 at Article XIV, Section 5.2 ng 1987 Constitution.
