Detained pastor Apollo Quiboloy, who is running for senator under the Partido Demokratiko Pilipino, said he has prepared an amendment to Republic Act (R.A.) No. 11310, which he cited as the Social Pension for Indigent Senior Citizens Act, to expand its coverage and include food security, healthcare and housing services.

Quiboloy’s attribution is inaccurate. R.A. No. 11310 is the law institutionalizing the Pantawid Pamilyang Pilipino Program (4Ps), while R.A. No. 11916 is the Senior Citizens’ Pension Act.

Statement

At Quiboloy’s proclamation rally in Pasig City on Feb. 11, the self-proclaimed “son of god” and founder of the Kingdom of Jesus Christ religious group elaborated on his platform and plans in pre-recorded video clips. In one video, he said:

Ang isa sa nagawa ko ‘yung Comprehensive Social Protection Bill. Meron na tayong existing law niyan, ‘yan ay walang iba kundi Republic Act No. 11310, o tinatawag na Social Pension for Indigent Senior Citizens Act. Ang aking proposed amendments niyan ay palawakin ang saklaw ng panukalang batas para sa mas malawak na social assistance program na sumasaklaw sa seguridad ng pagkain, pangangalaga sa kalusugan at pabahay.”

(One of what I have done is the Comprehensive Social Protection Bill. We already have an existing law on that, which is none other than Republic Act No. 11310 or the Social Pension for Indigent Senior Citizens Act. My proposed amendments (sic) is to expand the coverage of the law for a broader social assistance program to cover food security, healthcare and housing.)

Fact

Quiboloy is wrong. R.A. No. 11310 refers to the 4Ps, or the Act Institutionalizing the Pantawid Pamilyang Pilipino Program (4Ps). Nothing in the law discusses social pension for indigent senior citizens.
